TUCSON - Based on storms that have dusted or drenched most of Arizona during the first two weeks of 2005, the water-parched state is off to its best start in nearly a decade of drought. "Needless to say, everyone is jubilant about the recent wet weather," said Charlie Ester, manager of water resource operations for the Salt River Project, which provides water for metropolitan Phoenix through a series of lakes and reservoirs on the Verde and Salt rivers.
